What the NICE Framework is

The Workforce Framework for Cybersecurity (NICE Framework), NIST Special Publication 800-181 Revision 1, is a reference taxonomy published by the U.S. National Institute of Standards and Technology. It describes cybersecurity work as categories, work roles, and Task, Knowledge and Skill (TKS) statements, each with a stable identifier. The framework components are maintained by NIST's NICE programme and published for public use.

Who owns it

NIST publishes the framework. Works of the U.S. Federal Government are in the public domain in the United States, which is why Talent2Role can reproduce statement text and identifiers. Talent2Role and Quantum Task AI are not affiliated with, endorsed by, or certified by NIST, NICE, CISA or the U.S. Government. "NIST" and "NICE" are used here only to identify the publication and its publisher. No NIST or NICE logo is used anywhere in the product.

What "aligned to" means

Aligned to means that Talent2Role's engine maps evidence to the framework's own statements, by statement identifier, and reports results in the framework's terms — work role, category, K and S statements. It does not mean that NIST has reviewed, approved or recognised Talent2Role, its scores, its credentials or its item banks. The framework has no levels, no scores and no examinations; those are Talent2Role's additions and are described as such in the method.

Talent2Role also incorporates information from O*NET Web Services by the U.S. Department of Labor, Employment and Training Administration, used under the CC BY 4.0 licence. O*NET® is a trademark of USDOL/ETA. Talent2Role is not endorsed by USDOL/ETA.

Change log

When NIST publishes a new component version, Talent2Role records a framework-version bump, publishes the statement-ID differences, and keeps issuing credentials under the new version; credentials issued earlier keep the version they were computed with on their record.

Approved wording

In Talent2Role materials the framework is described as "aligned to", "mapped to" or "based on the public-domain NICE Framework". Phrases that would imply endorsement — "NIST-certified", "NICE-certified", "accredited by", "recognised by NIST" — are prohibited by the product's claims policy and are checked automatically at build time.
